In NZ we have two such requirements for cars: a WOF (warrant of fitness) which is an inspection every six months, and the annual registration fee.

The WOF *is* a pain, though not so much now as when I had my previous car, which appeared to have been built in the Mesozoic Era and had rust holes in the floor under the driver's seat so huge you could watch the road going by underneath. Cost me a couple of hundred to get a plate welded in so I could pass, that time. Nowadays I have a car that's only fourteen years old and in perfect condition, so it just costs me the $20 for the inspection, plus the odd extra expense like replacing a blown headlamp or crappy wiper blade. This sort of thing invariably happens the day before the inspection is due.
