hmm. I'm also Canadian, and I don't think I've never heard it as a short 'e' or I hadn't thought I had. On second thought, the actual sound may not be exactly either but something in the middle easily mistaken for for both or turned into either of them by regional accents.

I also don't notice the use of the expression 'Eh' very much. I really don't think its as widespread as some say.
