The way it was explained to me (by an unreliable source, so take this with a few grains of salt) is that it's up to the band/record label to supply the station with a censored version of the songs. A lot of radio stations will censor things anyway, but at least one in this area (a pretty hard rock one) does not if it's not censored for them.
