To my understanding, (and a quick glance around the web, particularly at the ACLU's page) seems to say that you are allowed to pray at school, but that public school's are not allowed to have any sort of organized prayers or "moments of silence". You are freely allowed to pray at school all you'd like.

Regardless, it is clear that ruling against prayer under any circumstances is not only wrong but no business of the people who made and enforce those rules.

I think you are allowed to have a moment of silence, expecially if some tragidy had occured. A moment of silence is like haveing the flags at half-mast, a sign of respect. The respect is directed to any particualar diety, or even a diety at all in some cases, so I don't see any problem with it.
