Strategy and Tactics are actually subtly different. Strategy involves more wide-scale control of forces; when to move which groups of forces where, when to attack, when to retreat, and so on. Tactics, on the other hand, involves more narrow control of forces; when to use your rifle, when to use your grenades, how to sneak up on the enemy, and so on.
I'll use StarCraft as an example, a sci-fi game where your using your units to wipe out the enemies units. In addition to fighting battles, you also have to harvest resources and construct buildings which allow you to produce military units.
Strategy in StarCraft includes such things as which buildings to build first, how many of each kind of unit (such as marine, seige tank, battleship) to produce, and where and when to move your forces.
Tactics in StarCraft include such things as when to use your units' special weapons (for example, battleships have a very powerful secondary gun, but it takes a long time to recharge between shots), and which enemy units to attack first.
So, strategy is for the overall war, while tactics is for individual battles.
