Technically that's true, but in casual conversation, the word "between" in this context is usually used to specify an inclusive range.
It's kind of like the difference in what the word "or" means. Casually, it's an exclusive "or" -- one or the other. In computer programming, electrical engineering, and so forth, it means what is referred to in casual conversation as "and/or."
