Errr... no. AFAIK, this has never been the case and it certainly isn't now. The R rating is defined as "Under 17 requires accompanying parent or adult guardian." If it used to be 18, it hasn't been any time in the last several years (trust me on this as someone who saw many R movies without adults before I was 17).
