I think it's a new law. I'll let you know how it works out. I hope it's free, otherwise it's a crock of baloney. I've seen a few laws that don't work. For example, the Tennessee legislature passes laws requiring schools to do stuff and then don't include any funding or enforcement. It looks good on their voting record but nothing really happens and it doesn't hurt the budget.
