Oh, boy. That doesn't sound good. You could run c:\windows\options\cabs\setup.exe from a DOS prompt (or perhaps you can run it from *within* Windows as well; I'm not sure), if that file happens to exist on your hard disk...

But before you do that-- again, remember, I suggested it only as a last resort-- try doing other things with IE. Check your Add/Remove Programs control panel to make sure IE is fully uninstalled, try installing a different version of it, etc...
