Hrm... well, what I personally hate are strategy games that force you to build a ton AND fight a ton. Age of Empires 2 (Age of Kings) is extremely frustrating that way. IMO, StarCraft requires a bit too much building as well (which is why WarCraft 3 looks so promising)...
I really dig Homeworld, which requires no building of any sort. Good stuff.
