Wow! Uh...yeah, it does indeed seem that way. The tiebreaking routine had the #3 characters go first, then the #2 characters, then the #1 characters. Which somewhat surprises me, because I thought the #1's would go first, but I guess not.
Then, to determine the order for each pair of equally ranked characters, the match number (14) was added to the character number, and the oddness or evenness of that value determined which one of you went first.
14 + 3 = 17, odd, which meant your #3 character would go before Gil's #3 character.
14 + 2 = 16, even, which meant Gil's #2 character would go before yours.
14 + 1 = 15, odd, which meant your #1 character would go before Gil's #1 character.
This illustrates why the character number is used in this calculation. It's a little fairer than saying, oh, 14 is even, so all of this one player's characters go before their equally ranked counterparts on the other team. And the reason the match number is used is to make sure this small advantage alternates from round to round.
I can't remember how the engine figures out which team is odds and which is evens, but I'm pretty sure it has to do with seed order.
Ideally, though, the tiebreaking routine doesn't have to work this hard. Maybe it's time to change up the gameplay mechanics and make everybody explore again. :-)
