A logical assumption, considering that the foot powered scooters are scooters too. But like a lot of things, the word had various meanings.
I remember when I was about 11, I got a foot powered scooter with a folding seat over the back wheel. I lived in a hilly town and there was a hill two and a half blocks long near our house. I practically rode the wheels off that thing.
The ones I have now have to have an engine, because my foot is getting old. Howard
