I'm guessing you are at the hideout because you have the hat pin. You need a disguise. Go to level one and check out everything. Go to level two and check out everything. Go to level four and check everything there also. Now you are ready to create a disguise. Go back to the guard on level three. I hope you like cake (hint hint).
