POA: Mines and stuck!

I can't believe this -- I've played this game before, and NEVER had trouble with the mines and sandstone caverns. This time, I can't seem to get through even one barrier, which means I'm stuck. I've got the tool I need to turn the plates, and have turned two: the one you hit when you go southeast from the mine entrance, and the one you find when you go east down the paved tunnel (where the miner with wheel troubles is). But nothing is open. I'm befuddled.
