You need to find a way to get into the kitchen from outside. Your rope will come in handy. Wait . Check to make sure no one is in the kitchen and the enter (not from the dinning room). Make noise and then hide. Hurry out the way you came in and head for the dinning room. Take the shortest route. Everyone will be too busy (in the kitchen) to see you replace the picture. Good Luck! The trick to this is not getting caught. It may take a few times. You'll figure out what to do and what not to do. You have what you need in your inventory now figure out how to use it.
