Couple things:
1) I suspect the game still won't let you steal the bucket and rope from the well. That's because you need to retrieve one more item from the well. Try bringing the bucket up a few times to see what you can fish out of the dirty water. (I don't remember what you use it for, but I do know you need to get it to be able to steal the rope and bucket.)
2) Once you have the rope and bucket, what's to stop you from taking your boat across the lake?
