You can, but it's NOT easy. The proper set of moves changes as the battle does. Examine the dragon periodically and take note of the different "states" of the battle. When something changes, try another plan of attack. You'll get the opportunity to score on all three possible body parts the game gives you the option to hit before you reach the climax.
