Classic Batman villains maybe? Not too original, of course, but the costumes would certainly be eye-catching and probably recognizable at a glance.

A good vintage rogue's gallery would include the Joker, the Riddler, the Penguin, Two-face, and Catwoman. Or you could substitute some later additions like Poison Ivy, Mr. Freeze, Killer Kroc and Bane.
