Sorry this took so long, had to find my notes. Which didn't help since there's no mention of him being able to yell for help when you shave him.
So I had to think about it for a bit, and there are three possible things you haven't done:
1) Thought EVERYTHING through. (Unlikely since the cape and mask are already made, but it's worth trying.)
2) Closed the cell door so they can't hear him holler. (Or shaved him with the gag on - can you do it?)
3) Indulged your sweet tooth. I don't remember why, but I think this helps.
