It's important to explore every square of every level, regardless of whether you see a town. There are other valuable things to find, such as treasure, pools, and chutes. Level 2 also probably takes the most exploring (at least your first time there) before you find what you need to get to the next level.

Also, just because you see a town, that doesn't necessarily make it easy to get to.

Have fun exploring all the other levels!
