Wizards need high Wiz-dom to get their spells to work. This is a spell that either succeeds or fails, so you're likely to be disappointed when it fails, rather than merely nonplussed at how much damage it hit for. Also, some monsters are immune to STUN. Try using it on living creatures, rather than undeads.
Also, give the Cap of IQ to your Sorcerer or Druid. It's useless for the Wizard.
