Well of course it is. As Stephen says, you don't get a personalised tax return, based on what government projects you choose to sponsor. Even if the IRS could arrange to collect taxes like this, how many people do you think would spend the months neccessary to go through every item of government expenditure and decide which they wanted to fund?
