At times, this dated and very cheaply animated musical is tedious and facile. At others, it's strangely beautiful and funny. Three things make it worthwhile viewing: Judy Garland's singing, the glorious artwork in the occasional montages (the best of which shows portraits of a cat as if they had been painted by various French impressionists), and the four hilarious henchcats that move about as if they inhabited the same body.
The creative touches are not surprising when one realizes that the makers were largely veterans of the Warner Brothers cartoon studio. But this realization also serves as a reminder of the better things these artists could do when they had more of a budget to work with.
