Sometimes heavy star power and an excellent director can lure filmmakers into a false sense of security. I don't know if that's what happened here, but suffice it to say that the "sure fire" mix of the talents of Sean Connery, Dustin Hoffman, and Matthew Broderick, with Sidney Lumet directing, is miraculously mediocre.
