The silent era films on this list are based on votes received by the 25,000 plus users of the SilentEra.com website. SilentEra.com was created in 1999 as an online database for silent films, currently includes lists, news, reviews and articles on silent films, and describes itself as "an informational entre to the silent era of world cinema, accessible to the novice yet (hopefully) robust enough to be of use to knowledgeable enthusiasts, archivists, academics and film historians." Both features and shorts are eligible for the list. To be included on the list a film must: (1) be a true silent film (City Lights is included, Modern Times is not); (2) must have been produced to be a silent film (synchronized music tracks are acceptable, but part-talkies and talkies that have only survived as silents are not acceptable), and (3) must still exist somewhere and in some viewable form (no lost films are permitted). Votes in the form of a simple unranked list of as few or as many films as the voter wishes to submit can be submitted via email. Although the list is technically a fluid list which is constantly being updated as new votes are submitted, in reality the list is only updated every year or two when the webmasters have time. They note on their website that they are working on an automated voting and tabulation process that will allow users to register online as a voter and cast their ballots, and that voting would then be tabulated automatically and remain up-to-the-minute. In addition to the primary "Top 100 Silent Era Films" the website also includes the next 200 titles (#101 to #300) that did not make the Top 100 list, which are also included herein.
