The movie begins with a Kuwaiti military commander discovering the crashed plane of Master Sargeant Sam Harper. Sam is apparently dead, but then he proceeds to shoot the commander and his men, while uttering the rather odd line: "Don't worry, it's only friendly fire." Then he dies again.
From this moment on, everyone totally forgets about the murder of the Kuwaitis. The next forty minutes is spent introducing us to Sam's wife, sister, and nephew. (Get it..."Uncle" Sam?) It turns out that Sam was a total psycho and a wife-beater. Even so, his nephew Jody idolizes Sam and wants to enlist just to be like him. The rest of the build-up is spent introducing various characters who are going to die. Sam's wake is held on July 3rd. That night, as the clock strikes 12, Sam returns to life. Don't ask me how. He goes out and murders the guy who was going to play Uncle Sam in the 4th of July festival. Sam steals the suit and goes over to the cemetery to brutally murder some flag burners. Later that day, Sam goes down to the festival and murders a draft dodger, a tax evader, a lying politician, and some kid who insulted the national anthem.
For some reason, Barry, a kid who was blinded by fireworks the previous year, seems to know everything about Sam. The movie abruptly ends when Barry, Sam's nephew, and an old veteran buddy of Sam's kill Sam by shooting a cannonball at him. Why this works when nothing else does isn't explained.
